Uhm, in photoshop. You make a picture and then change it slightly and you keep doing this and then setting it to animate s it appears like the picture is moving when it's actually several pictures together. I dont have time to explain it in detail, but you can type "Animation tutorial" into the dA search and find some nice explanations :3
