This might be because I've had GIMP for forever and I'm on it all the time, but I can look at any photoshop tutorial and easily decided how I would do it in GIMP. The way I see this, I would simply delete the current layer once I have opened my blank canvas, then create a new layer, making sure it is set to transparent. Then draw the eye, make a new layer, and then after that GIMP has all the tools you mentioned . . . .
But hey, maybe that's just me xD

what type of dodge and burn tool did you use? Because you can get midtones, shadows and highlights
