Doubting mega, I agree with it being new form, this is supported by the fact it learns different moves with level.

i feel like its definitely an evolution or a form. if they broke the rules for mega pokemon stats so soon then idk what theyre thinking. unless they plan on changing hoopa's stats too. idk
