Это не шея, это зона лопаток (если можно это так назвать).
Просто из за того что шея вытянута, линия шеи и спины образуют одну целую, из за чего кажется что крылья на шее.
А вообще что бы как то отделить линию шеи и спины там все волосами закрыто будет
