Depends on what exactly you want. A shop? A portfolio? A blog? All? Do you want a domain? Are you willing to shell out money for hosting?
If you're at least familiar with HTML and CSS, you should be able to build anywhere with no problem; otherwise, there are always site builders and free templates available on the web. You may always use a script such as WordPress to run and manage your content with.

I don't know exactly what I want, that's why I'm asking around for ideas and recommendations. I do know some HTML and CSS but I don't know if it's enough for what I want to do.

That's a bit... tricky. XD Maybe start with an objective? What would be the website's purpose? A casual extension of your gallery, or a means to market yourself professionally as an artist? If it's mostly for-fun personal, a page on free, ad-supported websites would do. If it's pro, shelling out money for domain and hosting would be almost sure, so set a budget.
Artists usually have an online portfolio with select samples of their works sorted by medium. WordPress is an ideal script for that, but hand-coding every page shouldn't be too difficult. You may also post there your commission info, showcase your OCs (if it's personal), and a profile of yours.
Knowing how to code is enough for anything.

wordpress. no friggin joke. buy a theme that does, in a technical way, what you want, then re-skin the images to make it your own. i did it for mine: www.terrabilldesigns.com

I would also suggest a Weebly. I've used a multitude of sites to help create my own, and Weebly has definitely been the best.

Wix is good since it has some templates and such or you could work with hmtl scripts in a wordpress document there are tons of tutorials on it.

If you want it to be easy to make and kinda "premade" I'd go with Weebly.
It's free and very easy to use.
If you wanted to really customize it and have your own domain and everything, there's this place called mpserv.net that you can buy your domain from and there's a site maker there that really lets you customize everything in your site.
