I really feel I've improved and this picture proves it. I'm proud of it but I'm still not happy with where I am with skill. I'll have to do better with clothes, hair and anatomy.My first sky picture! clouds are pretty easy! I hope to improve on them too~!

Ohh this is so cute
I had to get that out... Um I can't believe I'm saying this but this picture would look really nice without the girl in it... I'm not saying take her out, but there is a strong disconnect between her and the background. Perhaps it is because her shadows are much heavier in contrast to the balloons...? I'm not sure. This being said she can be the focal point if the picture, but she does not have to stick out as much as she does now...
One thing I could suggest is to give her a bit of an atmospheric color...like a light blue overlay, not enough to change her overall colors but enough to make it appear as though she is reflecting off the clouds, or -given the balloon- perhaps a little red so it looks like the sun hitting the balloon is reflecting slightly off her, it kind of looks like you were going for that anyway...

I think I understand what you mean by that, because I did feel something off about her, but I wasn't sure what.

as for criticism her feel looks off, they wouldn't fit into the shoe like that so maybe a bit more referencing? and for her hair it probably wouldn't be that perfect but that could just be your style

not that perfect! but this is my first sky so i hope my next one will be even better!
i did it in paint tool sai
1st layer - blue bass
2nd - draw clouds with pen tool
3rd - use eraser at 15 density take tiny bits off at a time
4th - watercolour shadow if needed
smudge tool works too on photoshop I think, haven't tried XD
