no, flying type represents creatures that can fly or float physically. air type represents creatures that control the element of wind, are generally part of the sky (for example clouds or the rainbow) or they represent something that is closely related to the wind element like thundurus representing zeus god of thunder/sky. thanks for your comment

the cloud cant exactly fly, it just exists in the sky, its an element of the sky/air. and the concept of air type is there to do that, separate the flying types that are birds or can physically fly or float and the ones that are elements of wind thus some moves lile hurricane change to air type and moves like wing attack stay flying type
