For me, Shepard is Earthborn - and he's an ex gang member. So he'd have some left over tattoos from his gain days. Or, he uses Tattoos as kind of an aniversary marker. He got one when he joined the Alliance, got one when he graduated the N7s, Got one when he become a Spectre - got one when he stopped Saren (though that was more a tribute, because if nothing else, John did respect him). After he died, he lost them understandably, so he got himself an entirely new set.

My RP-John is earthborn, too. Most of his tattoo's cover the places, where his implants lay. He got a big, celtic sign on his back, which goes up to his neck, which stays for strength and victory. A N7 Tattoo on his arm, a quarian cycle, which goes from his chest up to the other side of his neck. On his side, there is a lettering means 'SR-1'. On his tighs he got some faded tribals. A picture of the galaxy is on his lower leg. And he isn't done yet. ^^

You can't compare tattoo's with Jack.. xD But John got even more ink, than James. You just don't see it. After Cerberus rebuild him, the first thing he did on the Citadel, was running to the Tattooshop and get is colour back.

I can imagine that was the first thing he did. I mean his skin would have been clean of any tattoo's and scars. Which for someone who loves the memories of the scars and likes their ink it isn't a good thing.
