Well, I have a couple solutions to your problem:

A) Are you saving the files as .wav, not .mp3 or .ogg or any other type of file? Otherwise, UTAU will not read them.
B) This is always a dumb question to ask, but have you followed all instructions as carefully as possible???
C) Press CTRL+G, and look and see if there are any notes in your database (first column). If so, check them to see if they have long spaces at the start or at the end - if they do, I can help with fixing that.

I think, for utau you must firstly change the PC to japanese right? :/ well because i can't change my PC to japanese T_T

Not necessarily - however, it helps to have changed the non-Unicode programs on your computer to Japanese, so you can download more voicebanks, USTs, whatever.

You can just use roman characters and follow the gibberish, however. (If you want to do a test, just select the notes you put in and press F5, which is the ultimate "play" shortcut.)
