It's a forum signature, I used a render lol. Everything effect-wise is done by me with Photoshop only. But the anime charatcer is only a render. Check description.

Ryrax's sparkle brush. You can download it from his deviant: browse.deviantart.com/art/Ryra...
You just sparkle brush areas you want to sparkle with a light blue, light yellow or white color, then you put the layer on Outer Glow effect, match the sparkle color, glow size around 5. Then you duplicate the layer 1-2 times.
