So basically, his name is Arctic Spell.
He's not really a pony exactly. He's more like what I call a frost spirit. I'm thinking of making these a closed species because there are so few, but there are more than just one. Frost spirits are pretty much the essence of winter itself.
They can take on any form they desire, but the most common is ponies. They have no specific ruler telling them to create the snow and frost, they just go about doing what they do.
Frost Spirits are created by other frost spirits. No pony knows where the first one came from, but some that still know about them say that it was actually a unicorn that had turned itself into one.
Frost spirits are pretty much the equestrian equivalent of Jack Frost. The pegasi control the weather for the most part, but in places like the frozen north, they don't. That's where these spirits live. Any place that is far enough away from civilization that they have full control of the weather. They prefer dense forests.
When they travel from place to place, they don't usually walk, unless it's a very short distance. Instead, they turn into a mini blizzard. If a pony happens to cross their path while they're traveling, it's like a wintery blast of frigid cold, and snow. It chills them to the bone.
The coloring of frost spirits when they take on the form of something else is usually just a mixture of cool colors. Whites, blues, and greys, sometimes purple, and maybe a little green too. They are rarely ever any other color. Their eyes always have some sort of snowflake design in them.
A lot of times, icicles will form on them after a while of staying in one form and they will almost always have frost covering them.
Even though they don't ever eat or drink, they are still living. They are spirits, and they have emotions too. The weather around them tends to reflect how they feel. If they are calm and content, there will be a light snowfall. If they are angry, or upset, there will be a blizzard. If they are sleeping, there will be nothing, etc.
Usually, they prefer isolation, but there are some who just can't stand it after a while. If they can't find a partner, which is usually very difficult for them, hate, and resentment begins to grow inside them. Soon, they begin to crave these feelings, and when they find it, they begin to feed off of them. The more they feed, the stronger they, and their storm becomes. Starting to sound familiar? They become Windigos.
There is only one way to kill them. Heat. Too much of it, and they begin to melt. Once they melt, they can only be revived by other frost spirits, but that rarely ever happens because a frost spirit only moves into a new territory once the snow from the previous one begins to melt away. The spirit from before either evaporates, or gets absorbed by the plants around them. Once that happens, they are gone forever.
Some frost spirits have the ability to even freeze time itself in some situations. What do I mean by that? In some living beings they have the ability to let them live forever. They can still be killed, but they will never die by natural causes. A lot of scholars had tried seeking them out so they can live forever. A few have found them, but very few have ever been granted this. Frost spirits will only do this if they feel great affection towards the other, and want them to stay by their sides forever. It doesn't have to be a lover. They could see them as a sibling, or their child. Some even see them as parental figures. Very few have ever gotten this close to a frost spirit before. Most spirits flee when spotted by somepony. Some attack.
They are not usually aggressive unless they have to be. If you invade its' territory, it will usually let you stay as long as you don't cause any harm to the land. If you begin to do that however, then it will become a little bit aggressive. It won't just attack you, but it will start doing little things to try to get you to leave, like if you were camping in a tent, it would cover the tent in ice so it would be difficult to unzip it, or if you started a fire, it would send a gust of wind to put it out again, etc. If you stayed and kept harming the area however, it would slowly get more and more aggressive. If you're not careful, it might get fed up with you, and just attack.

Arctic Spell is one of the ones who was well on his way to becoming a Windigo, but if Ozakia is still gonna ship him, then he finds Winter Woods, soo.. Yep. x3

I swear, every drawing with a new OC like this always takes about 2 more days after I finish it to upload because of the stupid description >:U
