I've been meaning to watch that anime to see this guy, but never got around to it. Tell me what's the anime about?
Sadly all I do know is that he's a bad guy.

To summarize it in one sentence...Group of teenage girls unlock a mysterious set of power forms called Precures that which help them fight against evil and to help save a creature's world. Very cute and quite colorful too! Though I'm only a few episodes in so it's likely some unexpected events will occur later in the series.
And yeah, Wolfrun is in fact part of the villainous side and also makes an appearance in the first episode. He's really the main reason I'm watching this series >w<
