I have a question, is a handkerchief or like a napkin to wipe a characters nose considered an accessory?

If the character isn't going to be holding that napkin the entire time (like farfetch'd for example with leek) than it's fine, but if opposite than it'll be count as accessory.
accessory only count if it's part of the character forever, and visible. (like a character wearing a cloths and farfetch'd's leek)

What about 'Mons that are born blind, would glasses actually help those kinds? I'm considering adding glasses as an acessory when the time comes, only if it can actually help my 'Mon.

If you're asking something like " can i temporary use time this accessories time to time. " than the answer is no.
For Temporary, the group does not allow any accessories, than the one list on the guide list. If you're still unsure, you may look into the group's application of the member joining same as you.
Further upgrade would be change when announce by the group itself.

It clearly written that, glasses consider as accessories That are NOT ALLOWED right below " What doesn't count as accessories ". If you're mons is born blind. Than your mon had to stay blind. Until they Earn accessories for example; Glasses through Event that have yet to announce from the group.

Great chart. I did notice that you wrote "consider" a couple of times, where "considered" would feel more correct (to me at least). You consider someone to be a friend - they are considered friends (by someone else).
