Yes, did a search and answers is little bit of guessing, some say it came from mid-evil time with people & bystanders  pulling the legs making the victim suffer less during hanging...  
Others is the lying, joking part with someone..

Yes I am familiar with the origin & etymology of the phrase, having briefly lived just up the road from the site of London's Tyburn "Tree" *eeek!*


but I also have a hunch that this might be somehow Leap Year, or political, or maybe Suffragette Movement related.
