This is the titular character of Oroso Kakuretsu: The Origin of Kakuretsu. He is the son of the Great Kakuretsu and is in charage of ensuring the continuation of their speices' exisitence. He may seem cold, distant, and uncaring, but he's actually quite friendly. He just has a funny way of showing it sometimes.

Also, he only smiles in concept art. In the actual story, he rarely ever smiles.
