No, her legs are still there. What you see is spilled plasma infested with Nanities.
Those rocket boots are Tasha's design, but to be able controlling them you need Nanities injected into the legs to connect her nerves to the boots.
The problem was, the process will damage her leg nerves beyond reversal point and she abandoned the project.
Unfortunately, her computer saw this as a minor setback and proceeded against Tasha's will.
