They're actually friends. I really love their friendship as Balloon is very manipulative from the very beginning that they don't care about him anymore. Except that someone really cares about him. And that is Suitcase.
Like Suitcase said from ep. 6,
"I'll always be by your side."
In this case, Balloon wasn't alone.

I forgot to add some:
Balloon's flashback (which appeared in ep. 9) went more painful for Balloon. As he entered the hotel, the other guys walked away. Balloon actually wanted to apologize but unfortunately, denied (sorta). (This flashback is maybe related to ep. 1...)
It turns out that he shouldn't manufacture an apology like that. It should come from a place of truth. Balloon's apology never works and nobody even cares.
But Suitcase said,
"Well, I care. You just need to believe on what you're saying. Otherwise, no one will."
It's very painful to Balloon having his manipulative side before but now a good character. No one cares about him except Suitcase. Her only true friend.
Wonder what will happen to both of them in the next episode?
