Hey, really nice piece and also very emotional.

The thing that i noticed first however, was the mix of large brush strokes with small brush strokes.
Some lines don't seem fluid and just look like scratches. 
I heard it being called 'line dependency'. 
When you go from only drawing with lines and sketching with lines to a more painterly image you rely on lines for highlights and shadows.
But the atcual things that gives the illusions of shadows and lines are edges. Try drawing over something with a large dark brush, and then erasing where there would be an edge.
It'll give you the illusion without having to use that many lines.
The smudge tool is also great for smudging lines that are way to harsh. But don't overdo it. Find the middleground or edges and blending so that it looks all the more natural
(i know that we don't want to be so natural all the time, but it gives better depth if you try these tips)

That's all i had to say, since so many other lovely artists have also commented and critiqued i wanted to touch on something that bothered me personally.

I really like the emotion in this piece. The tears of joy brought by the characters' reunion really convey their feelings clearly, and the hug feels warm. The shading also has a cool texture to it, which makes it more interesting than being limited to a soft brush.

I'd recommend making sure the highlights' and shadows' direction is more consistent. Some elements appear lit from the top, and others from the left. One example of an inconsistency is that there's a shadow on the left side of the red skirt (maybe a cast shadow from the hair), but the skin area just above doesn't have a similar shadow. Deciding on the light direction well in advance can be useful to give the scene more depth and realism.

Another detail is that while the pose seems anatomically accurate, having both of the visible forearms in a straight horizontal line makes it less dynamic. If you look up reference images of people hugging, you might find a pose that gives the drawing more movement (like one arm straighter, one more at an angle, etc.). And I think their heads could be even closer together (so filling in the white empty space between their heads with red hair) for a more comfortable look.

Otherwise it's a strong drawing. The visible hand is really well proportioned, the amount of detail keeps it interesting, and the emotion of course really shines through. Great work ^^
