This is the character of Fire-Flame-Fan.She allowed me to draw her own character dragon Serallis.

Well I only want to try somthing new and I wanted to draw your character because he's cool and hot XD (cool and hot, guess what will comes out o.O)
but I haven't find a picture where you have drew him with his whole budy so I choose to draw him like this and in this perspective after my failed idea to draw him with Flame, your favorite Spyro character 
This water effect comes from "Fibers", "Motion Blur" and "Plastic Wraps" on Photoshop. Then you have just to edit the blend mode

So you have to draw him to show him for all of us
It isn't so difficult as it sounds XD before you make there "Fibers" you have to fill the whole picture with black or white.
