I'm still confuse whether or not Sans assumed the throne in one of the neutral endings.
I'd like to think that he did, but doing so would bring him to a spiraling downfall with all the responsibilities that has fallen onto his shoulders.
He's not ready for it, but he has no choice. He has to live on but...
He's hopeless, everyone else is hopeless. It's just too sad.

I don't know what neutral ending you're talking about in specific, but either way he didn't take control. He specifically states in one neutral ending that he isn't fit for that kind of thing. It is, however, an interesting concept.
