it's like an old japanese anime style (big eyes and a little western dress) it's really nice and expressive

Sure you're pretty good ^.^
I especially love the eyes (I was never able to draw them this big in a kind of shojo style...) and the hairs! Lovely picture! (Remind me of a cute chara of a manga I love)
And then well if you want to know what could be improve... (I hate doing that, because when people leave this kind of comment of my drawing it depress me >< ) . Maybe try to draw the eyes a little more distanced one from another.
(And NEVER draw on notebook pages, I always do that and when you draw something great you can't get ride of the ugly blue lines)
Also, what kind of pen do you use for inking? What's it size?
(Sorry for my bad english ^^'' *doing big efforts*)
