Samadaro is first foreign design of destroyer built for Honen navy as replacement for fourteen Rishi class destroyers built in late 60's. It is variant of Japanese Murasame class destroyer. In 1995 Honen in need of new destroyer decide to buy foreign design instead of developing its own. Japanese Murasame was perfect and deal was signed between two countries. Samadaro was subtype of the Murasame, with many modifications and differences. One of changes was ad-don of Kongo/Burke style mast instead of tripod styled used on Murasame.

While Japan at the time didn't export arms to other countries, deep connection between Honen and Japan allows transfer of some technologies. While the hull is basically that of Murasame, most of technologies were like on Murasame of American origin. Samadaro was not only connected to the Murasame but to Takanami class as well. Over the years, Samadaro receive new 130mm gun, new CIWS (Notachi II) which replace the original Phalanx and additional RGM-84 Harpoon launchers, other then that mostly everything is the same as on Murasame/Takanami classes.

Primary duty of this class is protection against submarine and air threats. This ASW/AAW destroyers were often deployed in protection of Suruga class Aegis destroyers and Takushima helicopter destroyers. Total of twelve ships were built. Originally fourteen to sixteen of this ships were to be built however only first twelve were built as Honen decide to follow evolution of Murasame/Samadaro/Takanami classes with variant of Akizuki class. Class was built by the three shipyards, Japanese IHI corporation which built the Murasame class and Honen companies like Miamoto Heavy Industries and Aichii Shipbuilding company.
