Inspired from jeftoon01 Twisted Princess series. I was thinking of the unaired and unmade episode "Invader Dib", what would happen if The Irken Empire and The Resisty ((and including a whole bunch of alien species)) never made peace with one another, in which in turn they won't, never ended the war? This will also explain why Zim has Gaz's necklace, based on rumors and hints that Gaz would team up with Zim, which may be highly unlikely, but still a cool thought.
