This is Chip Pewterschmidt, one of Roxie's friends from Avenue Cue.
Chip has also been seen here: [link] But he looked dorky, so I gave him a cooler hairstyle
His coloring's the same. I just did this because I'm currently writing a oneshot, and he's one of the main characters.
