It's a strictly frontal view and we never see the backs of her forearms.
It's just Zarla's interpretation. Honestly? Without little details like that added, Undyne just looks like a blue human with fins taped onto her ears. Little additions like that sort of drive home the fact that Undyne is in fact a monster. In addition to the skeleton brothers, Undyne is the most "human" looking of the cast, after all.
I like to draw her with longer fins that flatten to her arms underneath her armor, but I make them poke out in the back if her arm is viewed from the side, between the plates.
The closest mythological creature to Undyne is a Sahajin, after all.

she is a monster. also, shes not a sahajin, she is either a redeye piranha with undine characteristics. or, if there is an actual undine with redeye piranha characteristics (rather than being a what if scenario), then she is that. and, can i see your drawings?

while i do agree that undyne looks like a fish, alphys looking like a pangolin, and the dreemurrs resembling goats, i just cant SEE them actually being them, yknow? there has to be more to the story. now, as for what a weredragon animagus is, we first need to understand what ''animagus'' means. first of all, an animagus is a person who is born with a patronus aka spirit animal. now patronuses, can both be heretic, or u can just be born with one. now, a weredragon, on the other hand, is basically the dragon version of a werewolf. it seems that undyne, alphys, and the dreemurr family seem to favor these forms, rather than their human forms

I think alphys looks like a dinasaur(((o(*οΎβ½οΎ*)o))) but really since they're all fictional monsters anyway the different interpretations are more about allowing the artist creative freedoms in their work etc.
