MORE BABY ADVENTURES WHY NOTEyeglowing gives off a soothing aura for nearby monsters, particularly skeletons, so it's a natural response to a crying babybones. Not that Gaster was thinking of that at all when it happened, he just did it.
He's using his normal hands to sign in the second one, and he doesn't sign to Sans while he's talking to him. Gaster is blind in his right eye but he can still glow with it ! Sans's eye on the other hand got broken in a unique way so badly that it's basically dead. Or at least, in the normal timeline it got busted that way. Here he's fine, haha.
Gaster's natural glow color is yellow, I'm not sure that's shown up before come to think of it. Pink last showed up ages ago for embarrassment I think.

It's not broken, in this univere skeleton's eyes glow when they feel different emotions. Right now both of San's eyes are glowing blue, you're just only able to see one of them because he's turned to the side. Hope that helped
