I remember reading a fanfic which was basically this idea with a few differences (Paps is made quite a while after Sans for one thing). I think it was called "A Year Every Minute" and was on tumblr, decent read. Sort of like a less grimdark counterpart to this series.

BUT! BUT THE FIRST CLONE(Sans) WASN'T SUCCESSFUL, AND VERY FRAGILE, SO HE MADE A SECOND CLONE(Papyrus)!
Not sure why he'd do it though, but it could have something to do with either fixing his eye, or that and that something with "getting us all out of here", which he mentioned in Bad Choices.
Also not sure what he'd use as DNA to create the clones, maybe a tiny piece of his bones? If he can do that, that is?
Their creation is really a mystery, but my idea is that he made them as "clones" of himself, though not identical clones, and with certain errors and issues, such as Papyrus not being too bright, and Sans being very fragile.
That's just my thought though...

mind, body and soul - here is a very great fanfiction about this subject, and it fits almost completely with your theory. I just thought some would be interested, it's truly one of the best undertale fanfics I've read. Tho it's okay if you decide not to check it.

I've read the entire story now and I just began starting over again, coz it's so great!
