Some have wondered what it's like for Gaster wherever he is now. Welp.
Oh yeah, eyeglowing for a skele is a comforting gesture , I forgot that it's been a long time since we've seen someone glow , haha.

it's actually probably ketchup. We have no evidence monsters actually bleed. There's plenty of it saying that when SANS bleeds, he's actually bleeding ketchup. Although, it could be blood.

Is Asgore having a dream memory about Gaster, but since Gaster doesn't exist anymore it appears like he is having a conversation with no one?

Enviroment is from memory, but judging from Asgore's answers and ending, this conversation could not have happenned befor fall into Core, so that part isn't memory.

I don't understand the dream and I don't . . . I'm seriously not getting this. And how is representative of what it's like for Gaster wherever he is now?

Asgor is having a conversation with Gaster, but Gaster is missing. Because he doesn't exist anymore.
One theory is that Gaster is in the dream and trying to communicate with Asgore. Another it that Asgor's subconscious can still remember Gaster from how he has effected his life, just not Gaster himself. Either way, it is clear that the words, "it hurts" are Gaster's words. He's clearly in a lot of pain wherever he is.
