The anime/manga 'One Piece'

There are people known as Okama in that series. Basically burly men in drag being very feminine.

I believe that's what Oda (One Piece's creator) was going for. Plus there is an Okama Kingdom where everything in pink and all people and animals are male dressed in drag (I've seen a canon pic of a mouse and crocodile wearing dresses, wigs and heavy make up)
