Well, mettaton NEO, with the most dmg and hp, would be stronger than sans, if he could actually fight, that is. Due to the fact that the human one hits every boss besides sans and undyne, (undyne because determination, sans because dodge) sans and undyne are the only two bosses in genocide route. If any other boss could fight, sans won't even be on the list of strongest bosses anymore.

mettaton neo cant attack and die in one hit, so is still fake
anyway, if we go with raw stats, mettaton neo is more fragile than undyne, he have a bit more HP (30k instead of 23k) but his defense is inmensely inferior, meaning each attack will deal more than twice the damage they do to undyne, and their attack is pretty much the same, one have 90, the other have 99, a 10% difference
Even if mettaton neo could actually fight, it would be still easier than undyne, being much more fragile, and similarly strong in his attacks

thats a completely unproven and unsupported fact, so no, it could be more advanced, or less, toriel have better attacks pattern than the vast majority of monsters and boss monsters in the game, for example, while mettaton neo is near the end and dont even attack, that rule have exceptions
