Adorable. Besides, it makes more sense for Papyrus to be older. Papyrus is the one keeping Sans in line, and feels it's his job to protect him. We all know Papyrus dies again and again and that's why Sans feels he's the last line of defense.
Putting that all aside, most theories point to the skelbros being the same age. Created at the same time, not born. But if you were to ask me, Papyrus seems more like the big bwaba.

I think they're just twins. Both sometimes take roles of bigger or younger brother, and besides, it would be a funny joke to think "Of course, they're twins! Obliviously the short lazy skeleton and the tall workaholic skeleton are twins!"

Well, that aside Papyrus does call Sans the equivalent of big brother (niichan) in the Japanese localisation, so I think it's pretty safe to assume that it's still canon

be that as it may, japan has different honors and traditions. younger siblings don't call their older siblings by name whereas in america, we do.Β
far as im concerned, if toby really wanted to make it clear that papyrus was younger, why didnt he also update the english version of undertale to say it?

I think it has been made clear enough to be honest, considering all the things that Sans does that are very characteristic of an older sibling - his teasing in shape of puns and bad jokes, his maturity and sense of responsibility to maintain their financial stability with all of his side jobs, his protectiveness over Papyrus - to name just a few.
Take a look at their rooms as well - would an elder brother really allow his younger brother to sleep on a bare mattress in a near barren room while the older brother inhabits the bigger and much more lavishly furnished room of the house? If Papyrus truly was the elder brother this would strike me as heartless and irresponsible
