It's a damage type attack. It will hurt non the less. Like with the game, even if you barely nick a target you still do damage, right? Unless you miss, you do damage. So, since gaster can't miss, it will do damage, even if only one point of it.
but one point is all he needs.

I'm just thinking about it logically. In the game, bones were being thrown at you. Plus Sans is weak. As horrible as Gaster is, he probable doesn't want to damage him. Only hurt him

Well, yeah. However, there is another thing, but it has spoilers, so,
SPOILER WARNING
in the Adriel fight, what I've seen of it, your health can drop to 0.something, so below one, but not dead. So potentially, gaster can bring sans literally a single decimal point of death, without killing him. It would hurt, and sans would probably need some rehab, but he wouldn't die.

That's kinda different. In the Asriel fight, having your health drop to 0 will still cause it to break, just like any other time. The differences is, that by this time you're so full of determination to save your friends and empowered by their will to protect you, is "Refuses" You're literally willing yourself back to life. It's all Frisk. Monster's can't do that. Once that soul breaks, gone. Dust. Undyne has been shown to be able to reach a higher power through determination but that's it. I don't think little Sans, at the point of breaking has determination to do anything, let alone will himself back to life. Gaster wouldn't want to injure a weak creature that he needs to experiment on.

hmm. Gaster really did, uh, clone himself into a corner. without sans, he can't threaten papyrus,and vice versa, but if he doesn't ever actually kill them, they will begin to take his threats less seriously, eventually becoming numb to them altogether.

But seriously, how about vinegar? I can dump him in a container of vinegar and let him slowly dissolve for months. Since he doesn't have lungs, he won't drown.
