Answers and emotional catharsis don't come easily sometimes.
Poor Papyrus always feeling like there's something he could have done about something ... it's haunted him for a while .
When Papyrus goes "We both got something wrong with us" he's referencing that one fight they had a while back . He said he'd remember, after all!

I think...even though they've forgotten about Gaster, they subconsciously (unconsciously?) know that he's still...well, I don't know if "alive" is the right word. "Not dead" is probably close. Granted, he effectively no longer exists, but can we really say that this outright killed him? There have been hints at other points in the comic that this is not the case.
If this is right, then perhaps the brothers still have an intangible connection to someone they can no longer perceive...they know someone close to them is "alive" without knowing who it is or why they don't remember him. And they probably remember how cruel he was, even though they no longer remember who was cruel or what he did. Knowing these two things without knowing/remembering anything else about him, it's logical to conclude that he abandoned them. As the audience, we of course know otherwise.

They both have a lot of insecurities due to Gaster's treatment of them, even if they don't remember him. So even if they can't sense that he's alive they'd probably still believe they were abandoned since they both think the worst of themselves. They both think they aren't good enough.
