I think HP doesn't actually stand for Hit Points, but HOPE.

Well if for monsters their HP is called HOPE.
Then sans would have very low hope if we are going with the genocide route. Because he lost his brother, and since he knows all about the timelines and different routes and all that. These kinda got to him, and just affected him badly to where he chooses to be lazy and not try. But still cares, but just doesn't put effort because it will all just reset.
I was just going with my own little theory that I builded off of that one.
