The Pokemon Gold and Silver demo has been found and I can't believe we were robbed of so many cute baby pokemon!
They don't have official English names so I'm just going off the fan ones people came up with for them, haha.

Had no one ever took into consideration the MissingNo. Theory thats been going around? Does no one even remember that these beta Pokemon are what inspired Pokegods? Is no one gonna ever think of the fact that PIKABLU EXISTS????? GRR, makes my blood boils when no one listens then when they do they immediately want to get in all of it..
The Missingno. Theory is that Missingno. Is not just one entity (obviously) but rejected Pokemon all slammed together in a data sandwich, I like to think that Missingno. Is like some sort of guardian for all these poor rejected Pokemon

MissingNo was just an error in the original GB games, the sprite and encounter conditions were all bugs. It wasn't designed or deliberately created in any way. These Pokemon were actually designed with assets created, they were simply never used in the game. Yes people have come up with stories and lore about MissingNo, and like with any bug in a game there's a lot of mystique and a "creep" factor. Triggering a MissingNo encounter was sort of a rite of passage for people who played those original games. But MissingNo was not designed with any purpose or role in mind, it was not designed in any way at all. It was literally an error, which players discovered and triggered purposefully because it was neat (and could possibly break your game, but that sort of thing is often considered worth the risk).
Also why did you post this rant here? There's no lore or headcanons here, just some drawings of the baby sprites that came out. Like have whatever headcanons you want, but these are just baby sprites that were never implemented. Presumably they wanted to make room for more new Pokemon in the new generation introduced in Gold and Silver, so these were the pre-evolutions that didn't make the cut.
