He's a lost soul because he's destined to fall into the core (I think, r maybe it's another reason I haven't picked u on), so we can't see his face. But the characters in the story --Sans, Paps, Asgore, Toriel, Alphys, etc.-- they can. Since at this point he's already fallen, and they're showing flashbacks, of course it would make sense for us to see the "flame head". In Mercyplates (a version where Gaster decides to stop at some point), Gaster is not a lost soul, because Sans would have never had the opportunity to get so pissed at him to push him off into the Core when Alphys brought them out. He's still mad, but not as mad as he 'could have been'. Think of the 'flame heads' like when you fight ASRIEL DREEMUR and you use your 'SAVE' option to save everyone. The faces of your friends are covered in white and glitchy, just like Gaster's is here. He should loose the 'lost soul mask' after he falls into the core and appears to us.

Yeah thanks, i juste didn't play the game. But i still Wonder, now he his dead so it make sense that he have this head in the flash-back (cause nobody remember him) but he had this head all the time even before, so why?

Because fate knew what would happen. Remember, this is only one possible option; him not stopping the tests and examinations. If at any point before sans tricked Gaster into getting hurt* he had stopped, I don't think sans would have had enough reason to hate him so much that he would push him into the CORE, like I explained in the last comment. [I theorize that] That's why we can see Gaster's face all throughout Mercyplates, where Gaster stops the tests and takes them home.
This is just a theory, but I think I might be right.
*The page where sans is behind the force field where he and paps 'live' and Paps and Gaster are outside it, and Gaster asks sans for the color cube, and sans pulls Gaster into the beams, severely damaging him -- remember that page? This one:
