Okay so guys, everyone is saying this is because Gaster is actually half decent.
Maybe he just feels guilty that Asgore told him he was good, and hence couldn't bear to keep the gift? He seems to simply live telling everyone how much he doesn't deserve things. This could simply be him seeking self-gratification by giving the two this gift he doesnt feel he deserves.
Or maybe hes being genuine :/

Sans looks suspicious when the cookies are given XD

Gaster enters his research facility. A mysterious box in hand. It is a dark tan box, with several goldish brown circles on it. His fingers obscure all but a C and an E, hiding the contents of the box. He nears a specific room, with a laser defense grid keeping horizontal blue beams active to keep Child Sans and Papyrus inside. He creates a magical construct, his usual one, his hand, which deactivates a grid after pushing a few buttons. Child Sans and Papyrus look confused, as he is not wearing a lab coat, or even his normal neat pants and shirt. Neither of the two are entirely sure whether this means no testing today, although Papyrus clearly thinks its more likely to happen than Sans does.
Gaster kneels down, holding out the box, revealing it to say 'cookies.' He points it at Papyrus, as he knows Sans is less likely to take it. Slowly, Papyrus takes the box, reading the label, or at least attempting to. After a few seconds he looks towards Gaster, a puzzled look on his face. "What dis?" He asks curiously, still not having a strong grip on language at this time. Gaster looks at Papyrus, for the first time ever at eye level, and begins to speak. During this time Papyrus seems excited, as if he's noticed that Gaster is looking at him at the same height, not down at him.
"They are called cookies." Papyrus seems just as confused as any child when given a new word. He tilts his head as he tries to process his newly given information. His eyes slowly move from the box, to Gaster, and then back to the box again. After about half a minute, he looks back at Gaster again.
"...Cook...ees?"
"Yes, you consume them." It is only when Papyrus tilts his head again that Gaster realizes his phrased what he said wrong. Not that he said it wrong, just wrong when it came to talking to Papyrus. He sighed heavily as he knew the question to come.
"Consoom?" Papyrus asks with a unique tone. He sounds confused, but at the same time, excited. For him he has learned two hole words in just a few minutes, something big.
"It means eat." Gaster explains as he waits for him and Sans to open the box and start eating. Papyrus opens it, excited and curious about this new food. He takes a bite quickly, which causes Sans's expression to grow worrisome. After Papyrus 'swallows', his face freezes for a minute, causing Sans to flinch in worry about what may be in the cookies. Almost immediately as he reaches to comfort Papyrus, Papyrus's face lights up with a look of pure wonder. With a sudden increase in energy and pep, he shoves the box in Sans's direction, telling him to try some. Sans is hesitant, and unlike his brother, does everything slowly. As he takes a bite, he mimics Papyrus's expressions nearly perfectly, and is filled with glee at the great taste of these 'cookies'. Him and Papyrus begin to split them up, although Sans gives most of them to Papyrus to make his brother happy.
As they do so, Gaster stands up, his physical hand moving towards the controls for the laser grid. Yet, as he gets a mere inch from them, he hesitates, pulling his hand back. Maybe, at this time of all times, he could give them a little bit of freedom. After all, the exits were all locked anyways, so they couldn't leave. His body froze, as he realized the thoughts going through his head. He couldn't afford that. They already were too curious about the outside world as is, showing them more would only make them want more. While it would feed their hunger for knowledge about the outside world, it would only be momentary. Unbenounced to him, Papyrus has seemed to notice that he stopped, although Papyrus is not sure why Gaster did such a thing.
Gaster quickly punched the code in, the lasers igniting to life, and blocking them off from the outside. Regardless of this, Sans and Papyrus seemed happy. Happier than they had been in a long time. Gaster turned to leave, knowing he had been there far longer than he needed to at that point. But as he began to take his first step, a voice stopped him, a much deeper one and less awkward one.
"So...why the food?" Gaster didn't answer. For some reason, Sans couldn't tell if he was afraid, merely wanted to ignore him, or some other reason. So he continued talking. "Why the sudden want to actually do something nice for us?" Gaster still stood still. As far as Sans could tell, he wasn't even breathing. After what was a minute, but felt like hours, Gaster let out a heavy sigh.
"Let's just say." Gaster began, as he started to walk away. "Someone got something for being good. But that person felt that you deserved it better." Just as he got near the turn to be out of eye sight of Sans and Papyrus, another voice spoke out, a much higher one.
"Tell Person thank you!" Papyrus's voice rang out happily. "They're a nice person!" As he said that, Gaster's entire body seemed to tighten. Not as if he were mad. To Papyrus...he seemed hurt some how. Both he and Sans had made such movements before. Gaster increases the speed of his pacing, walking away as fast as he could. Sans turns to Papyrus, whom seems to have a solem expression on his face, thinking he had hurt Gaster in some way. Sans patted him on the back, motioning towards the cookies, and suggesting he continue eating. Papyrus smiled and nodded, moving back to the box happily, and continuing eating.
