I wonder if when sans and papy got better control at language and started being tortured, did they ever ask Gaster if he had fond memories of them? He gave it to them because he doesn't have the time to deal with eating them and giving the cookies to them so he doesn't have to get them food so he has more time to do research and to see how they would get the box open
That would be the more evil reason.
