It's been a fair while since I made a NES Mega Man style sprite and even longer since I made a NES style mugshot, I saw a really cool robot master designed by Nouks on Twitter and thought I'd have a go.

I really like Harbor Man's design and with the success of a design like Charge Man's (whose sprite is here for a size comparison, just to clarify) I'm surprised the series hasn't leaned more into vehicles based designs, other than Galaxy Man, by a technicality. Wasn't entirely sure of Harbor Man's colour scheme as the initial sketch was black and white but since Nouks said they took inspiration from Theodore Tugboat with the design, I thought I'd go with a nice brown+skin tone combination.

I was going to add a red for the hat, like Theodore, but couldn't really justify it with the lack of contrast and thought the anchor being the deep blue colour for the anchor was more fitting.

Slightly updated Harbor Man's sprite and gave him a snazzy animation to boot. Saluting with the left hand is considered to be rude and disrespectful to authority but I'll be six feet in the ground before I animate someone with an anchor for an arm saluting.
