You'll have to watch the anime. It's Madoka Magica --the characters here as Kyoko and Sayaka. 'Decretum' is actually the name for the the dramatic/mournful version of Sayaka's theme.
It's INSANELY good. If you decide to give it a shot, just be sure to watch the first 3 episodes at least before passing judgement, because it purposefully tries to look very cute and innocent for the first 20%.
