Basically:
On twitter, a Japanese cosplayer found these sweaters and was like 'uh... why did they design this like this? What were they aiming for???' (sarcastically of course)
Regardless she bought one and showed it off on her twitter, joking about it the entire time (and as stupid an idea the sweater is, she did look good in it). Others also kinda caught on the trend as well, likely fellow cosplayers/friends. SO, since she's a cosplayer with like 26k followers, naturally people started making fanart of her and the sweater, and characters she had cosplayed in the sweaters, and then just ANY characters in the sweaters.
And it exploded from there. They've been around for a while, otherwise.
