Lol, I know this is an older map, but I was wondering: how democratic are the two empires?

You know, I'm not entirely sure (just cause this is a fairly old map and I can't really remember). China is pretty military-dominated, while Rome is basically just a scaled-up version of the OTL Roman Empire, but with more power for the Senatorial oligarchy. Sorry I don't have a more detailed answer; again, fairly old map.

Heh. This is very similar to a surviving Rome scenario I have on the works in so many points. It even has Puebloans. But I'll credit you, as it has inspired me to add it a bit more of complexity
