I started playing Final Fantasy XII again (trying to finish it before XIII comes out...stopped playing for two years haha) and I remembered how insignificant Vaan and Penelo are

While Vaan had the weakest motive to get involved, I like how his character developed along with Ashe

Well, here's something to think about; remember how Vaan thinks he sees Reks when Ashe sees Rasler? Those visions were the Occuria's way of nudging our heroes in their desired direction. VAAN was the Occuria's PLAN B.
And when he finally moved on, he no longer saw Reks. Perhaps... a trend-setter for Ashe?

they really do have nothing to do with the story. i believe that they tagged along so that they wouldnt go home to the streets, or where ever they lived.
they did add character to the story, less amusing if they weren't on the game though.

no problem, i honestly had to go and check what i commented on...
...now i remember...
completed the final boss in the game not long ago, now i am running around trying to fight all the last hunts and beastery and collect all the weapons and armery and stuff.
