Yes, that part is die-cast. Because up until mid-1986 it was actually cheaper to have some parts be die-cast

Well, that's because the "Powered Convoy" color scheme was never released in the USA. Ultra Magnus was originally planned to use those colors but ultimately got a completely new color scheme (possibly due to quality issues with Powered Convoy's sparkly metallic dark blue plastic).
