by which timeline Before crisis, crisis core or main storyline FF 7 because advent children shinra is gone and by dirge of Cerberus the Deepground division forces rises...
because if she is in the prologue, she would be meeting Ryuta and his team or the UEF Paramilitary Alliance, not the main storyline but in the after Shinra battles she would be meeting Hiro and his team or the IWA Union Corps.

like one of the Mako Generators attacks of Avalanche made, most likely ending the SOLDIER projects on a good cause.
Besides a Tokon-themed character (My set of OC's) may be around to take tasks either in the middle or near end (like a Side Mission in big way) either doing an expedition, investigation or a Manhunt.
They may not be involved like internal final battles (Climaxes), dream matches: maybe, team ups: possibly, but butting in with the natural growth process of a world or universe: Unlikely, unless it's a crook that is causing it.
