The Ground type that is the reason Thunderbolt doesn't work on Onix. Ground type Pokemon are immune to Electric type moves. The Rock type on its own, is not. Rock isn't even super effective against Electric; it beats Fire, Ice, Bug and Flying, and it's weak to Water, Grass, Ground, Steel and Fighting. Ground, on the other hand, is super effective against the Fire, Rock, Poison and Electric types.
