XD001, known as Shadow Lugia, was created by the Cipher crime syndicate to be the ultimate, un-purify-able Shadow Pokemon.
This was inspired by someone, well the background. SkywardMeganium 's You Are the Moon had inspired the clouds and stars. Check her out, she has some amazing skills!
