Itβs possible the writers meant for him to be a generic seeker this Hasbro would give it a random name. But Hasbro in order to make up for the lack of character just said this was Blitzwing to justify making more toys, cause Triple changers mean more toys.

Megatron was just a tank in the second movies, the designs were very alien and not the earth one shown in Bumblebee. If they felt that was a reason maybe they should have though against reusing the same models in the previous movies.
