Inhibiting means blocking, or preventing. I think the word you were searching for is ENABLING his vitals to work successfully, right? Kuz you wrote the opposite. Alphys is trying to kill Sans and Pappy hugged her for it.

No I'm pretty sure it actually is written correctly and she's saying it's the magical drain that's inhibiting, not the device. Alphy's wording is just a bit confusing I guess?

Yes, or, at least, sort of. The device can tell if Sans's HP lowers to a dangerous level. If the HP drops really low, it gives the person it's attached to a sort of...electrical shock? That stirs up whatever magic they have left, making it active again. It's sort of like drinking twelve cups of coffee all in one go. The energy it gives you isn't necessarily REAL energy, it's going to wear off, but in the meantime it helps you make it through the day

I’m tired of my favorite character always dying in a series. It started with Glitchtale and slowly I began to notice the trend in every single movie and tv show (If it’s mature enough) that I watched. You have no idea how much I legitimately thought Sans was gonna die back there. XD
