Aside from MAYBE a name change, this should be final (Note: that is not a reason to give me alternate name suggestions).Changes:
-Small details on Clean Man, Tortoise Man, and Deepfry Man are changed.
-Small details on some mugshots are changed.
-Ghost Man's armor now has shine (it actually had shine to begin with, but I removed it for some reason)
-Parasol Woman is replacing Pierce Man.
-Small pallette changes.
It's also worth mentioning that all RMs are available from the start again.
Thoughts?

I always love seeing other people's Mega Man boss ideas, and I think Robot Masters are my favorite to see. I think my favorite of this set is a toss-up between Ghost Man and Shrub Man.

Ghost Man could use a face, even two floating eyes would work.
I think my favorites out of this bunch are Shrub and Deepfry, in terms of how well they are drawn. Desert looks pretty nice too.

I'm sorry to say this, as it's obvious you've put in some effort in these, but they kinda suck. Here are some ideas of improving them, on at a time now:
Desert Man: Looks rather dull, use some contrasting colors to give him some much-needed life.
Clean Man: Umm, doesn't really look threatening. I know you're going for an unusual robot master and that's good(not everyone does that) but you've got to make him look at least a little bit intimadating. I suggest giving him a broom-sword or something, or perhaps a spiked-up floor cleaner as his bottom. Give him 'something' to make him more of a threat.
Ghost Man: Not bad, make him leaner and he'll look meaner.
Parasol Woman: Y'know, I might do a redesign for her myself since I'm getting something good in my head with her. That aside, she looks pretty good.
Shrub Man: While the mugshot is pretty cool, his design in general is a bit lack luster. Y'know what would be great? Red flowers. Red's compliment is green, so they would pop out, not to mention make him look more threatening.
Tortoise Man: I don't know, something about his design makes me laugh. Sorry, it just does, I can't take it seriously. I suggest looking at Rainy Turtloid for ideas on his design.
Deepfry Man: His shape is rather dull. I think you should try again and look at kitchen tools(mainly deep-frying one, of course) for ideas.
Neon Man: Pretty cool. He's like a badass version of Bright Man.
Disco Man: Nice and fitting, looking forward to seeing how he fights.

Desert Man: Perhaps, but I still need him to look like he's made primarily of sand.
Clean Man: He's not really supposed to be threatening, as he's fighting out of fear.
Ghost Man: Perhaps a little bit less bulk wouldn't hurt.
Parasol Woman: Well, that sounds interesting, I look forward to it.
Shrub Man: He's not a flower shrub, he's basically lettuce.
Tortoise Man: I think he looks plenty threatening. Unless you're looking at his helmet as his face, then yeah, it's pretty laughable.
Deepfry Man: That's probably a good idea, since I came up with the design before assigning his element.
Neon Man and Disco Man: Thanks. Disco Man fights like a harder version of Centaur Man.

I thought about it, but given that his power is literally the element Neon, there isn't a lot of wiggle room. Besides, I don't think the other people with Neon Men seem to care.

My suggestion for the second-to-last one who I would guess is either Watt Man or Bulb Man.
He kinda looks like he doesn't have a full head...maybe you can give him something kinda like what Plug Man has?
Also for the first one, Shell Man, I presume? It appears he has a mouthplate in his sprite, but none in his mugshot.
Besides these, I like these looks. Parasol Woman looks creative. I hope my criticism was helpful and not too offensive!

Well, I have another reply explaining why Neon Man will probably keep his name. Although, I could probably give him more of a head rather than just a face in a bulb.
And Tortoise Man isn't supposed to have a mouthplate, it's the lower jaw of his tortoise helmet.

Desert Man? Well, he has a mouth, but it isn't visible on his sprite because it looks weird.
Some examples of this are Quick Man, Tomahawk Man, and the Mega Man Killers (GB).
